MeitY set up the Digidhan Mission in June 2017 for the promotion of digital payments. The Mission has been a primary catalyst to promote the digital payment ecosystem in India. Under the engagement, CDFI placed its resources at the Ministry who provided advisory on Govt. policy and regulation, technical and execution support to MeitY. Some of the key activities performed under the engagement are:

EPR Portal
Developed & deployed a web-based platform for monitoring the on boarding of central ministries & state departments, BBPS & facilitating the deployment of digital payment acceptance infrastructure for all the products & services.
Digital Payment Target Allocation & Monitoring
  • Assisted in allocating and monitoring year-wise digital payment transaction targets to the Public and Private Sector Banks for the promotion of digital payments along with Merchant acquisition targets
  • Coordinated with Ministries/ Departments/ States for the promotion of digital payments and enabling digital payment acceptance infrastructure at citizen touchpoints
  • Assisted in On-boarding of Billers on Bharat BillPay System (BBPS). The number of billers on boarded on BBPS has increased significantly from 129 in FY 18-19 to 19,633 in FY 20-21.
Incentive scheme designing & Implementation

CDFI team closely worked with various stakeholders (Banks, NIC, MeitY (IFD,PAO etc) & RBI) and assisted in preparing SOP; automation of MDR portal for processing banks’ claims, processing of transactional data; Preparation of due diligence report; and supporting various processes culminating in issuing of sanction letter to RBI for disbursement of funds to respective banks.

Digital Payments Promotion through DigiVAARTA campaign

Ran a financial literacy campaign, DigiVAARTA to interact with citizens through SMS, mobile app & outbound dialler. Successfully ran DigiVAARTA campaign for 1.2 crore citizens across the country.

Impact analysis of MDR scheme

Conducted a research study to analyse the impact of the MDR Reimbursement Scheme by using digital transactions data through CDFI’s home grown big-data analytics platform “SANKALP”. This analysis helped MeitY in understanding the impact of the MDR Reimbursement Scheme on the promotion of digital payments in the country.
